For the right profile, Portugal still works as a base for international digital-asset wealth \u2014 only the route looks different.<\/p>\n<h3>What the old NHR offered, and why it ended.<\/h3>\n<p>The original NHR (introduced 2009, popularised post-2020) gave qualifying new tax residents in Portugal a flat 20% rate on Portuguese-sourced \u00abhigh value-added activities\u00bb income, plus \u2014 and this is the part that drew the crypto crowd \u2014 a full exemption on most foreign-sourced income for ten years. Combined with Portugal&#8217;s then-treatment of crypto gains as non-taxable for individuals (until 2023), the regime made Portugal Europe&#8217;s cleanest jurisdiction for crypto-rich relocators.<br \/>\nBy 2023, the political pressure on housing prices and \u00abtax exile\u00bb narrative had become untenable. Portugal closed the original NHR to new applicants from 1 January 2024, with a transitional window for those who could prove pre-existing intent.
